American Institutes for Research (AIR) is currently seeking a Pricing Associate to join our Corporate Finance Office in Washington, D.C. Pre-Proposal Stage: Review and analyze solicitations/donor requirements to develop compliance guidelines and cost/pricing strategies for proposals. Evaluates solicitations for issues related to risks, trends and deviations from the norm. Participate in bid/or no bid decision-making processes. • Evaluate cost and business requirements associated with various Request for Proposal (RFPs) to determine eligibility and potential to win. • Assume primary responsibility for the budget and cost proposal from start to finish by assuring that cost proposals are fully responsive and compliant the solicitation. • Provide strategic pricing support by engaging and guiding proposal team from the capture through proposal preparation stages and maintaining a knowledge base of strategic pricing data and methodologies. • Develop appropriate pricing templates utilizing Microsoft Excel that conform to solicitation.
Proposal-Bid Stage: Coordinate with capture management teams to draft work breakdown structure. • Prepare Basis of Estimate in support of price-to-win strategy and design various types of pricing templates for grants, cooperative agreements, contracts and task orders. • Develop budgets and budget narratives for proposals that are fully responsive to the requirements in the solicitation and accurately reflect content in technical proposals. • Conduct quality assurance review of budget spreadsheets and cost proposals for completeness to ensure that they are following the solicitation scope of work, company’s NDA policies, government regulations (FAR/DFARS), and DCAA audits. • Write cost/price narrative of business proposals. • On large, complex proposals, support the Senior Pricing Specialist in communicating and reviewing partner cost packages.
Post-Award Stage: • Review the accuracy of competitive intelligence and win/loss. • Analyze proposal debriefs and lessons learned and update cost proposal database. • Participate in internal after-action reports. • Maintain a proposal database to include bid/no-bid rationale, current pipeline opportunities, and potential areas for organizational interest and expansion.
• Bachelor’s Degree in Accounting, Finance, Business Administration, or a related field. • Prefer minimum of 2-4 years relevant experience in developing budgets, identifying costing strategies for new business efforts and implementing appropriate systems and processes. Knowledge of U.S. Federal agency policies governing contracting regulations. • Knowledge and experience with all contract types/vehicles, to include grants, Cooperative agreements, IDIQ, RFPs, and fixed price, cost reimbursable, and cost-plus requirements. • Knowledge of contracts and grants and the pre-award and post-award procedures sufficient to structure pricing and costs that provide for efficient and economical contract implementation. • Strategic thinker and strong analytical and a proactive problem. • Demonstrated strong organizational skills, including workflow management, coordinating a variety of tasks simultaneously and demonstrating flexibility while maintaining attention to detail in a fast-paced environment. • Excellent verbal and written communications skills including writing, editing and proof-reading. • Possess and display a cooperative attitude, maintains high ethical standards of integrity; respects confidentiality in representing AIR to ensure a professional representation at all times. • Team player with the ability to interact effectively with staff and representatives from other firms and government agencies.
