IMPAQ International (an AIR affliate) is actively seeking a Chief of Party (COP) for an anticipated five-year United States Agency for International Development (USAID) Monitoring, Evaluation, and Learning (MEL) Activity in El Salvador. The Activity will holistically support continued performance monitoring and verification to measure program impact, results and achievements. In addition, the mechanism will be used to contract individual evaluations or longitudinal studies, assessments, surveys or other related services relevant to bilateral and regional programs. The expected result of this contract are to enhance the Mission’s MEL capabilities and to ensure empirical evidence for programming, learning and adapting. The contractor will also provide regular support to encourage and facilitate intentional collaborating, learning, and adapting (CLA) use among USAID internal and external stakeholders.

 

The is a full-time, ex-patriot position based in San Salvador, El Salvador with regular travel throughout the country.

Responsibilities

The (COP) will play a key technical role in the implementation of demand driven evaluations (performance and impact), assessments and research (quantitative and qualitative), and ongoing context and performance monitoring activities to support evidence-based decision making throughout all stages of the program cycle; the strategic use of CLA for adaptive management at the strategy, project, and activity levels; and the design and delivery of MEL and CLA capacity building activities for USAID staff, implementing partners, local organizations, government counterparts, private sector, and academia. The (COP) will coordinate and be ultimately responsible for overall project management, external representation, all data collection, monitoring, report generation, evaluation and related tasks. The Chief of Party will act as a primary liaison with USAID/El Salvador Contracting Officer’s Representative and Contracting Officer and will develop important professional relationships with Activity staff, USAID Mission Staff, implementing partner staff, and some of the country’s most reputable social scientists and development professionals, in support of MEL efforts. Additionally, s/he will ensure the quality control, strategic vision and overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

Qualifications

  • Minimum of 10 years of experience managing and/or evaluating international development projects.
  • Prior experience in El Salvador and/or Latin America and the Caribbean required.
  • Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics.
  • Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis.
  • Proven experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.
  • Prior utilization of Geographic Information System (GIS), web-based reporting and database management in programmatic monitoring, coordination, and evaluation, a plus.
  • Proven record of excellent management, leadership and decision-making skills.
  • Demonstrated ability to assemble, quickly and effectively manage a highly-skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to implement detailed, organized, timely, accurate M&E programs.
  • An advanced degree (MA, PhD) in management, social sciences, statistics, research or related field is preferable.
  • Excellent written and oral communication and outstanding interpersonal skills.
  • Professional proficiency in Spanish required.
