AIR is currently seeking a Senior Manager, International Program Finance & Operations. The position resides in the program finance/International Division team and reports to the Director of Program Finance, International Division. The position will provide critical support as a liaison between the program finance, and international technical and business development teams. Tact and diplomacy will be a critical success factor in this role as it is expected to have a deep interaction and collaboration with U.S. colleagues and branch offices.

Responsibilities

 

The responsibilities for the position include:

Essential job functions include but are not limited to:

  • Ensure adherence to the International Development Division’s (IDD) business strategy and support its execution and monitoring.
  • Support the business development effort through participation in the design process and teaming.
  • Support field operation capture management efforts as needed.
  • Support the USAID funded large bilateral and global awards from a financial, logistics and compliance standpoint.
  • Provide support, mentorship and coaching to branch offices’ colleagues.
  • Support IDD’s localization effort by conducting international operational assessments.
  • Coordinate with Division partners to ensure smooth and planned execution of the subcontracting and procurement process.
  • Conduct monthly analysis of revenue/expenses allocations across USAID and large projects.
  • Ensure ownership of AIR international operational policies, and that procedures are up to date and properly used.
  • Develop and implement large projects and/or country standard operating procedures.
  • Under the leadership of the Director of Finance, international program finance, design, implement and evaluate special operations initiatives for business optimization including but not limited to office set up and closing.
  • Draft profit analysis methodologies that highlights the approach to maximizing full fee recovery.

Qualifications

Education, Knowledge, and Experience:

  • Bachelor’s degree in finance, Accounting, Business Administration, Economics, or equivalent experience.
  • Demonstrated experience in international operations, compliance and budgeting.
  • At least 8 years of experience with managing large USAID projects including global awards.
  • In-depth experience in international field office financial and operations management and working with complicated budgets including U.S. dollar to local currency exchange rate conversions.
  • Experience conducting international operational assessments.
  • Experience in conducting capacity enhancement/building to subs and field office staff.
  • Federal and Foundations award management experience, experience will be focused on managing global awards and large bilateral awards.
  • International experience with a strong emphasis on understanding branch offices’ operations and challenges.
  • Working knowledge of the Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), and contract types, agreements, and grants, preferred but not required.

 

 Skills:

  • A proven self-starter with a strong work ethic and solid operational focus that works well independently, and collaboratively in a virtual team environment.
  • Strong organizational and time management skills, detail-oriented, and forward-thinking.
  • Flexibility in managing multiple tasks, changing priorities, and able to respond effectively to time-sensitive inquiries and deadlines producing consistent, high-quality deliverables.
  • Skilled in training and knowledge sharing with others including business partners and team members.
  • Excellent communication and presentation skills with the initiative to collaborate in a virtual, cross-functional team environment and continually demonstrating sensitivity to diversity, equity, and inclusion.
  •  
  • High level of proficiency in accounting systems preferred but not required (preferably Deltek Costpoint, QuickBooks and Cognos).
  • Advanced MS Office skills with a heavy emphasis on Excel skills (advanced- VLOOKUP, pivot tables) and managing large data sets of information from various systems.
  • English is required; a second language is a plus.

Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position. Depending on project work, qualified candidates may need to meet certain residency requirements.

 AIR’s Total Rewards Program, is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers an anticipated annual salary of $130,000 to $160,000. Salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
